Especially the parents who shared their opinions and experiences in interviews, meetings, our information point and the national parent panel.<\/p>\n<h3>Responsibility<\/h3>\n<p>The state of the parent is an annual publication by Ouders &#038; Onderwijs. This year is fully about tailored education. To get a clear picture of the problems and solutions, we asked parents for their views in many ways. There were three meetings in January: in Zwolle, Eindhoven and Utrecht. Many parents were there. Also, many parents contacted our information point. Thousands of talks with parents about tailored education are included in this report. Finally, we did three surveys with parents in the national parent panel. The first study was about parents&#8217; knowledge and experiences with tailored education. 890 parents took part. The second study asked parents how they would set up education if they had the freedom. 708 parents took part. Both studies are not representative by gender, education, migration background or city. Finally, we did a study earlier this year about parents&#8217; views on the teacher shortage. Every student feels seen, heard, and valued. There is space for students: classrooms and school grounds are spacious with attention to green and nature, allowing students to be themselves.<\/p>\n<p>Teachers are involved, passionate, skilled, and know how to engage and stimulate development. They know the student and understand what they need. They are enthusiastic professionals who know how to help children use their talents. They give attention to every student and offer lessons at a level that fits the student.<\/p>\n<p>This personal attention also makes it easy to follow each child&#8217;s development. Tests are hardly needed because the teacher knows the child well. Because parents have a warm connection to the school, there is natural contact between parents and teachers about the child&#8217;s progress. For the quick and curious students, they have extra or harder material on many subjects.<\/p>\n<p>For children who find basic skills difficult, special methods are available. They get tailored exercises in small groups. If one method does not work, there are many other ways, like playful methods, ICT support, or very visual tools. The goal is the main focus, and the tools follow the needs.<\/p>\n<h3><a name=\"_Toc36566491\"><\/a>The school as a learning community<\/h3>\n<p>In such a school, parents play an important role. Together with teachers, they make sure the school is a place where the child can grow well.<\/p>\n<p>This means parents and school work as equals. Parents know how to raise their child, and the school knows about education. The school takes parents seriously, and parents respect the school. Communication is close and professional. The focus is on the student&#8217;s personal growth. If needed, parents and teachers decide together what support a child needs and how to provide it.<\/p>\n<p>Parents help their children at home with homework and support the school by thinking along and offering hands-on help. This can be helping with reading lessons, arranging transport for trips, or joining discussions via the school participation council.<\/p>\n<p>Trust creates an active learning community where everyone works to make education run smoothly. This community is flexible with each child&#8217;s development and takes into account the home situation of children and parents. School hours and holidays do not feel strict. Dreams don&#8217;t always come true, but they help us see the current state of education clearly. This is what this publication does. We focus on Tailored education, partly because of the review in parliament and partly because the dream and reality are very far apart here. Vulnerable children suffer the most. Parents and children often know very well what they want Tailored education to look like. They also know the real situation. We describe in each chapter the differences between ideal and practice, and what parents want to improve Tailored education. When the system of tailored education was introduced five years ago, the goals were noble. Schools in primary and secondary education would give extra help to all students who need it. If they cannot do this themselves, they must find another school for the student.<\/strong><\/p>\n<p>Tailored education should make sure that:<\/p>\n<ul>\n<li>all children get a place at school, with the support they need;<\/li>\n<li>a child goes to a regular school if possible;<\/li>\n<li>a child goes to special education if intensive support is needed;<\/li>\n<li>schools have the options to give tailored help;<\/li>\n<li>the talents and education needs of the child decide, not the limits;<\/li>\n<li>children no longer stay home for a long time because there is no right place to learn.<\/li>\n<\/ul>\n<p>For parents, tailored education is simple: they want their child to get good quality education in a nice place, especially if the child needs extra help. This means fitting support, changes, or sometimes special care in a safe and social place. After five years of experience with tailored education, its weaknesses become clearer. Worse, lack of tailored education has caused many parents and children to face complex situations with long-lasting and serious effects. <\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><em>Parents, children and teachers under pressure<\/em><\/p>\n<p>For many children, tailored education works well. They get the support they need at school. But the group of parents who cannot make tailored education work for their child is too large and seems to grow. These parents feel stuck between the interests of their child and what the school can and wants to offer.<\/p>\n<p>These parents feel their child is not seen. They feel they fight a losing battle to improve things. Schools have a duty of care, but often they do not meet it. The education inspectorate does too little, so schools are not held responsible and the situation remains.<\/p>\n<p>Teachers often do their best to give tailored education in the class, but they struggle with work pressure because of staff shortages, bureaucracy and crowded classes. They also lack enough knowledge about specific conditions. They cannot rely on extra educational support staff because often there is none.<\/p>\n<p>Outside school walls, there is often arguing about who is responsible and about finances. Meetings now often focus on a file rather than a real child.<\/p>\n<p>Often, many professionals give their opinion in meetings, and parents feel they are not heard or taken seriously. No wonder parents think it is too complicated with too many people involved. Their practical input and simple changes they suggest get lost. And yet parents usually know best what works for their child. When a child struggles, it puts great pressure on parents. It is hard to find the right information. They have to find out a lot themselves. They are not involved enough in the school process. This costs time and energy, especially when parents are already under pressure.<\/p>\n<p>This powerless feeling causes stress in the family. Sometimes this leads to loss of jobs or mental problems. Their son or daughter becomes a \u2018file&#8217; that many agencies have opinions about and want to advise on.<\/p>\n<p>For parents, it is often clear their child is unhappy at school. But it is hard to find another suitable school. Other schools often hesitate and want to wait for the current school&#8217;s results and decisions.<\/p>\n<p>If a child stays at home, parents often get into trouble with compulsory schooling laws. Sometimes, the already hopeless situation gets worse when schools put more pressure by calling Safe At Home.<\/p>\n<p>Parents feel powerless and frustrated in this situation. They also worry about their child&#8217;s well-being. They often tried hard for many years to help their child, but hit an unbreakable wall.<\/p>\n<h3>What parents want<\/h3>\n<p>For many parents and children, the tailored education system works well enough. But too many fall through the cracks. Tailored education is clearly in need of improvement. After five years of experience, many parents have a pretty clear idea on how to improve it. Their suggestions fall into four solutions:<\/p>\n<ul>\n<li><strong>Tailored education needs good education.<\/strong> Tailored education can only succeed if the basic school system is in order. That is not the case now. Education needs major improvements.<\/li>\n<li><strong>Tailored education happens in the class.<\/strong> Every real improvement is visible in the classroom and school building. Every school must be able to give the support needed. Parents must be honestly and clearly informed beforehand about what a school can or cannot offer.<\/li>\n<li><strong>A stronger position for parents.<\/strong> No one knows more about a child than the father and mother. So it is strange that parents&#8217; input is often ignored or they are seen as difficult education consumers.<\/li>\n<li><strong>A better system of tailored education.<\/strong> Around tailored education, many organizations and agencies are active, but the result is unsatisfactory. Agreements were postponed, questions went unanswered and complaints were never handled properly.
