Especially the parents who shared their opinions and experiences in interviews, meetings, our information point and the national parent panel.<\/p>\n<h3>Accountability<\/h3>\n<p>The state of the parent is an annual production of Ouders &#038; Onderwijs. This year is fully about tailored education. To understand the problem and possible solutions, we asked parents in different ways. There were three meetings in January: in Zwolle, Eindhoven and Utrecht. Many parents attended. Many parents also contacted our information point. The thousands of talks with parents about tailored education are included in this report. Finally, we did three studies among parents in the national parent panel. The first study asked about parents&#8217; knowledge and experience with tailored education. 890 parents took part. The second study asked how parents would organize education if they had the freedom. 708 parents took part. Both studies are not representative for gender, education, migration background and place. Earlier this year we did a study about parents&#8217; opinion on the teacher shortage. Parents in the panel give their views via online studies and polls about education and parenting. They are enthusiastic experts who know how to help children use their talents. They give personal attention and teach at the student&#8217;s level and style.<\/p>\n<p>This personal attention lets the teacher follow each child&#8217;s growth well. Tests are hardly needed because the teacher knows the child inside out. Parents are warmly involved, so contact between parents and teacher about progress is natural. They get exercises in small groups. If one method does not work, other ways are used, by play, with digital help, or very visual. The goal is key; the tools follow the need.<\/p>\n<h3><a name=\"_Toc36566491\"><\/a>The school as a learning community<\/h3>\n<p>At such a school, parents play a big role. Together with teachers, they make the school a place where the child can grow well.<\/p>\n<p>This means parents and school work as equals. Parents know parenting, the school knows education. The school respects parents and vice versa. The lines of communication are short, contact is professional, and the focus is on the student&#8217;s growth. When needed, parents and teachers decide which help the child needs and think about how to do this in practice.<\/p>\n<p>Parents help their children at home with homework and support the school by thinking along and giving practical help. This help can be reading lessons, arranging transport for trips, or talking about school policy through the school participation council.<\/p>\n<p>With trust, an active learning community grows. Everyone works to make education run smoothly. This community handles the child&#8217;s personal growth flexibly and takes the home situation of children and parents into account. School hours and holidays do not feel strict. We do this in this publication. We focus on Tailored Education because of the review in parliament but also because the dream and reality are very far apart. Vulnerable children suffer most. Parents and children often know well what they want Tailored Education to be. They also know the real situation. We describe the differences between ideal and practice in every chapter and also what parents want to improve Tailored Education. Daar hoort passende ondersteuning, aanpassingen of soms maatwerk bij in een veilige en sociale omgeving. Each time, Legustha told her story again and asked the school to get information from the parties involved.<\/p>\n"},{"acf_fc_layout":"tekst","blok_titel":"","blok_intro":"","blok_inhoud":"<h3>The practice<\/h3>\n<p><strong>The idea behind tailored education may be good, but the practice, as often, is more difficult than the theory. After five years of experience with tailored education, its weak points become clearer. In fact, lack of tailored education has caused complex situations with long and serious effects for many parents and children. <\/strong><\/p>\n<p>&nbsp;<\/p>\n<p><em>Parents, children, and teachers under pressure<\/em><\/p>\n<p>For many children, tailored education works well; they get the support they need at school. But the group of parents who cannot get tailored education for their child is too large and seems to grow. These parents get stuck between their child&#8217;s interests and what the school can and wants to offer.<\/p>\n<p>These parents feel their child is not seen, and that improving the situation feels like fighting a losing battle. Schools do have a duty of care, but often do not meet it. The education inspectorate does too little, so schools are not held responsible by law and the situation stays the same.<\/p>\n<p>Teachers often try their best to provide tailored education in class, but they face work pressure due to staff shortages, bureaucracy, and crowded classes. They also lack enough knowledge about specific conditions. They cannot rely on teaching support staff because such staff often do not exist.<\/p>\n<p>Outside the school walls, people argue about responsibilities and money. Meetings often focus more on files than on a real child.<\/p>\n<p>It is common that many professionals share their opinions on the best approach in meetings, and parents feel ignored and not taken seriously. It is no surprise that parents often think the process is too complicated and too many people are involved. The simple input they have, the small changes they suggest, get lost. While parents usually know best what works and what does not for their child. Not only because they often get support from their own specialists, but also because as father or mother they know their child best.<\/p>\n","2_kolommen":true,"knoppen":false,"grijze_achtergrond":false,"oranje_achtergrond":true,"groen_blok":false},{"acf_fc_layout":"tekst","blok_titel":"","blok_intro":"","blok_inhoud":"<p><em>Families under pressure<\/em><\/p>\n<p>Lack of tailored education can cause great harm to families affected. If a child gets stuck, it puts huge pressure on parents. It is hard to find the right information. They have to figure out a lot on their own and are not included enough in the school process. This costs time and energy at a time when parents are already under pressure.<\/p>\n<p>The powerless feeling parents get causes stress in the family, sometimes leading to job loss or mental health problems. Their son or daughter becomes a \u2018file&#8217; that many agencies want to give opinions and advice about.<\/p>\n<p>For parents, it often becomes clear that their child is unhappy at school. Yet it is hard to find another suitable school. Other schools are often hesitant and want to wait for the current school&#8217;s results and decisions.<\/p>\n<p>If a child stays home from school, parents often get problems with compulsory education. Sometimes the already hopeless situation gets worse as schools put more pressure by involving the child abuse reporting center.<\/p>\n<p>Parents feel powerless and frustrated in such situations. They also worry more about their child&#8217;s well-being. They often tried very hard for years to help their child, but they hit a hard wall.<\/p>\n<h3>What parents want<\/h3>\n<p>For many parents and children, the system of tailored education works well enough. But there are too many cases that fall through the cracks, children for whom tailored education is not a solution. Tailored education clearly needs improvement. After five years of practice, many parents have a good idea of how to make it better. Parents&#8217; suggestions to improve tailored education fall into four solutions:<\/p>\n<ul>\n<li><strong>Tailored education requires good education.<\/strong> Tailored education can only succeed if the school system&#8217;s foundation is solid. That is not the case now. Education deserves thorough improvements.<\/li>\n<li><strong>Tailored education happens in the classroom.<\/strong> Every real improvement shows in the classroom and school building. Every school must offer the support needed. Parents must be honestly and clearly informed beforehand about what a school can or cannot offer.<\/li>\n<li><strong>A stronger position for parents.<\/strong> No one knows a child better than their father and mother. So it is strange that parents&#8217; input is often ignored or that parents are seen as difficult education consumers.<\/li>\n<li><strong>A better system of tailored education.<\/strong> Around tailored education, many organizations and institutions are active, but the end result is disappointing.
