The participation regulation is the official rule of the school participation council. It states how the council works and who can be a member. It also explains how long a term is, how elections work, and how talks with the school management are arranged.<\/p>\n
The central participation council is the joint participation council for school governing bodies with multiple schools. It includes representatives from different school participation councils. The central participation council discusses subjects that concern the whole school governing body. Every school participation council and central participation council must have its own regulation.<\/p>\n
The participation regulation is made by the school governing body and only becomes valid if two thirds of the school participation council agree. The regulation applies to everyone involved in participation, so both the school participation council and the management.<\/p>\n
The school participation council can also make proposals to change the regulation. This is called the right to initiative. The management then processes this into a proposal, which is again submitted to the school participation council for agreement.<\/p>\n
