The partnership tailored education decide how tailored education takes shape in their region and how the funds are divided among the connected school governing bodies. The school governing bodies then decide how they share the money among the schools and how they organize tailored education. Because the joint participation council has participation rights at the board level, it means it plays an important role when it comes to the division of funds and how the school governing body wants to use them. Research shows, however, that there is quite some confusion about participation rights around tailored education.
