Minister Slob wrote a letter about this to the House of Representatives this week.","inhoud":"<h3>Insufficient progress<\/h3>\n<p>The evaluation of the regulations shows that the transition from group 8 to secondary school is smoother in many cases. However, equality of opportunity and moving to a different type of school still cause problems. This appears from <a href=\"https:\/\/www.oudersonderwijs.nl\/oudersonderwijs\/assets\/File\/201906%20evaluatie%20wet-eindtoetsing-potussenrapportagedef2.pdf\" target=\"_blank\" rel=\"noopener\">the final evaluation<\/a> and talks in the education field. That is why Minister Slob makes <a href=\"https:\/\/www.oudersonderwijs.nl\/oudersonderwijs\/assets\/File\/201906%20kamerbrief-met-reactie-op-eindevaluatie-wet-eindtoetsing-po.pdf\" target=\"_blank\" rel=\"noopener\">a letter to Parliament<\/a> with several proposals to change the current law.<\/p>\n<h3>What does he propose?<\/h3>\n<p>In the letter Minister Slob proposes some measures:<\/p>\n<ul>\n<li>The final test is taken earlier, namely in March.<\/li>\n<li>After the final test results all students register for secondary school at the same time.<\/li>\n<li>In the long term the final test will be replaced by a secondary school transition test.<\/li>\n<li>There will be a guide for communication with parents.<\/li>\n<li>The Central Final Test will disappear as one of the offered final tests.<\/li>\n<\/ul>\n<p>All proposals still have to be discussed in the House of Representatives and will come into effect at the earliest for school year 2021\/2022.<\/p>\n<h3>Problems with registration<\/h3>\n<p>At the moment group 8 students get a school advice from the teacher before 1 March. With this the child registers at a secondary school. Then the final test follows, which in some cases can still lead to an increase in the original advice. Unfortunately it is often too late for those students to register at the school of their choice with their new advice. The minister wants to solve this problem by taking the final test earlier and letting registration for secondary school happen only after that. Ouders &amp; Onderwijs and other parent groups have argued for this for a long time. We are happy this is included in the new proposal so that children whose advice is adjusted get a fair chance.<\/p>\n<h3>First school advice and final test, then registration<\/h3>\n<p>What might the situation look like then? The teacher&#8217;s advice remains central for moving on to secondary school. But the minister also sees the added value of an independent test. So this will remain but be taken earlier. By keeping the final test after the school advice the minister wants to avoid great pressure building on the test again. Only after the final test result does each child get a final advice. Then all students can register for secondary school at the same time. These steps will come closer together, be more logical and fairer with this change:<\/p>\n<ul>\n<li>1 February \u2013 1 March : all students get their school advice<\/li>\n<li>1 March \u2013 15 March: all students take a final test<\/li>\n<li>15 April \u2013 1 May: final test results and processing of reconsiderations and school advice changes to final advice<\/li>\n<li>15 April \u2013 1 May: simultaneous registration period at secondary schools for all students<\/li>\n<\/ul>\n<h3>Easier to change level<\/h3>\n<p>The minister also looks ahead. The transition to secondary school is currently a very decisive moment for children&#8217;s futures. That is why the minister wants students to be able to switch to another level more easily. He hopes this will reduce pressure on the final test and school advice. This fits well with the wishes of many parents who worry about the big role of tests and pressure in education, as also described in the Staat van de Ouder. Moreover, <a href=\"https:\/\/www.oudersonderwijs.nl\/nieuws\/meeste-ouders-blij-met-schooladvies\/\">a recent poll of parents<\/a> showed that they think there should be a broader look at the total development of a child.<\/p>\n<h3>From final test to secondary school transition test<\/h3>\n<p>How does he want to do this? By turning the final test into a secondary school transition test in the future. This test will show what a student can do in language and math and which entry level in secondary education suits best. Then there should be regular checks in the first or second year if the student is in the right place.<\/p>\n<h3>Talking to parents and students on time<\/h3>\n<p>Ouders &amp; Onderwijs has long said that schools should seriously and timely involve parents and children in the school advice. This requires a joint conversation with space for the wishes and views of parents and students as well as the teacher&#8217;s professional view. Because in group 6 or 7 advice is &#8216;not yet set in stone&#8217; and there is still room to offer extra support if needed.<\/p>\n<h3>Guide for teachers<\/h3>\n<p>Teachers at primary schools will soon get a guide. It describes how they can make a suitable school advice but also how they can talk about this with parents and secondary schools. At the urging of Ouders &amp; Onderwijs extra attention has been given to communication with parents. Questions from parents show it is often unclear how the advice is formed and how they are involved.<\/p>\n<h3>Central Final Test disappears<\/h3>\n<p>Currently there are five different final tests. One of them is the Central Final Test. The minister writes in his letter it will disappear. Then four final tests remain for now. The quality control of the different final tests will be done by one organization.
