1. From pillar to post when looking for a ‘suitable’ school.<\/strong><\/h3>\n

Parents have free school choice. Schools must register all children who apply. However, parents of children with extra support needs often hear that they better not enroll their child. Or the school shows in behavior and attitude that their child is not welcome. The school would not be suitable for their child, and they would do better to enroll their child elsewhere. Or they face huge intake lists, which the school then uses to argue that a child cannot be properly supported at that school. Unfortunately, the ‘shuffling’ of children to find a suitable school has not stopped since tailored education was introduced.<\/p>\n

2. ‘Action reluctance’ or shifting responsibility?<\/strong><\/h3>\n

The school has a duty of care for all students. However, the school can declare itself ‘action reluctant’. This means the school does not know what to do to help a child. But this also shifts responsibility. For example, by taking months to arrange proper support, by moving children to another school too quickly, or in the worst case by encouraging parents to report their child as sick or to take their child out of school themselves. The word ‘action reluctant’ is often used to place the responsibility for a child with extra support needs elsewhere.<\/p>\n

3. Too much focus on ‘what the child has’ and too little on ‘what the child needs’.<\/strong><\/h3>\n

Parents say that schools and partnerships tailored education often focus on what is wrong with a child and too little on what is needed to do well. When children differ from the norm, there is a strong urge to put a label on them. We often hear from parents that there is pressure to have their child diagnosed because without a diagnosis support cannot be given. The question should be ‘what does the child need?’ instead of ‘what does the child have?’.<\/p>\n

4. Unequal relationship between parents and school.<\/strong><\/h3>\n

The school has a much stronger position than parents. It has more knowledge and can decide to give or withhold certain types of support. Schools sometimes pressure parents, openly or secretly, to agree. We know of cases where schools threaten to report to Veilig Thuis if parents do not cooperate with a suggested approach. Most parents cannot or do not want to go to the disputes committee in such cases. Also, these procedures do not suit the urgency parents feel daily for their child who is stuck. There is a strong need for an independent third party who can help locally to find a quick and agreed solution, not just a formal judgment. Ouders & Onderwijs wants to help with this by working with the NCJ to develop a regional network for parents.<\/p>\n

The introduction period of tailored education will end in a year. On Thursday, January 31, there is a general consultation in the House of Representatives about tailored education.
