Schools are given the space to offer tailored measures in close consultation with the school participation council.","inhoud":"<h3>Consultation about reopening primary, special education and special primary education schools<\/h3>\n<p>The government has not further explained what this consultation looks like. The powers of the school participation council come from the law. It states that the council must agree when there are changes to rules on safety, health, and welfare policy.<\/p>\n<p>Ouders &amp; Onderwijs thinks that consultation with the school participation council is essential. Especially about how the school plans to reopen after the May break. This consultation is the place to include the interests of parents, students, and staff in school decisions. In theory, the school participation council then has the right to agree. But more important than which power applies is that there is any consultation at all.<\/p>\n<p>Under these special circumstances, theory and practice of participation differ. Schools must act and are not necessarily focused on changing safety and health policies. Schools are focused on what is needed to reopen safely on May 11. This requires understanding and respect for each other&#8217;s roles and responsibilities. It starts with a constructive consultation where concerns, questions, and ideas can be exchanged and discussed. The goal is to reopen responsibly.<\/p>\n<h3>On the agenda<\/h3>\n<p>The main question in the school participation council meeting is how the school will shape reopening on May 11. Ouders &amp; Onderwijs advises you to also add these focus points:<\/p>\n<p><strong>1. Are parents allowed in the school or do they drop off at the playground?<\/strong><\/p>\n<p>Safety and health come first. School-wide clear rules are needed. Consider these questions: Are parents allowed inside? How and where do parents say goodbye before school? Should parents say goodbye at the playground gate? Can parents wave from the window at the youngest children?<\/p>\n<p><strong>2. Are there extra hygiene or safety measures?<\/strong><\/p>\n<p>Safety and health come first. The National Institute for Public Health and the Environment says health risks for children are very low. Children do not need to keep 1.5 meters distance among themselves. The distance is needed with adults only if possible. Parents and teachers must keep distance from each other. The current hygiene rules like no handshakes still apply. But questions remain. Should students and staff wash hands when entering or leaving school? Before and after lunch? Are cleaning schedules adjusted?<\/p>\n<p><strong>3. How will distance education continue on days students cannot come to school?<\/strong><\/p>\n<p>Not all students can come every day. Some teaching time is lost. How does the school want to handle this? Do students get homework for home? Will distance lessons continue?<\/p>\n<p><strong>4. How to handle children in different classes from one family? Are school days coordinated?<\/strong><\/p>\n<p>Schools open to give children full education again and better notice vulnerable children. It also eases pressure on parents to work better at home. If children from one family must be home and at school on different times, parent pressure stays. It is best to give children from one family the same school times where possible. But this may not always be possible in practice.<\/p>\n<p><strong>5. How to handle parents who prefer to keep children at home?<\/strong><\/p>\n<p>Not all parents will want to send children back to school. Sometimes that is right. Children with health problems and children in risk groups do not have to go. We advise parents to contact the school if this applies. This also applies to children of parents who work with people in risk groups. The National Institute for Public Health and the Environment has a <a href=\"https:\/\/lci.rivm.nl\/richtlijnen\/covid-19\">guideline<\/a> for this.<\/p>\n<p><strong>6. Attention to emergency care continuation?<\/strong><\/p>\n<p>Emergency care stays open for children with parents in vital jobs. How does school provide this when reopening?<\/p>\n<p>Finally, some other points the school participation council should answer:<\/p>\n<ul>\n<li>How can the joint and school participation council function in these conditions?<\/li>\n<li>How do we organize communication with the school governing body?<\/li>\n<li>How do we make decisions?<\/li>\n<\/ul>\n<h3>Preparing to reopen secondary and special secondary schools<\/h3>\n<p>Secondary and special secondary schools will not reopen normally yet. Nothing changes for now.<\/p>\n<p>These schools must prepare for reopening on June 1, 2020. The school participation council should also think with the school governing body about how to reopen responsibly from June 1. How to handle that?<\/li>\n<li>Does the school want to change the development perspective plan? Has it been submitted for agreement?<\/li>\n<li>How to handle the transition from primary to secondary without a final test?<\/li>\n<li>How to handle promotion and retention? Do rules stay the same?<\/li>\n<li>Do we want or need a summer school to help students who lag behind?<\/li>\n<\/ul>\n<p>Other points:<\/p>\n<ul>\n<li>How can the joint and school participation council function in these conditions?<\/li>\n<li>How do we organize communication with the school governing body?<\/li>\n<li>How do we make decisions?<\/li>\n<\/ul>\n<p>More information?
