Parents, students, teachers, and others could give their opinions online. In this report, you read what the members of parliament said per statement. But of course also read the summary in this article.<\/p>\n<p><iframe loading=\"lazy\" src=\"https:\/\/www.youtube.com\/embed\/KVt9lYKfiMA\" width=\"560\" height=\"315\" frameborder=\"0\" allowfullscreen=\"allowfullscreen\"><\/iframe><\/p>\n<h3>Statement 1: <strong>There must be a maximum class size of 23 pupils in primary and secondary schools<\/strong><\/h3>\n<p>Students are currently in classes of up to 30 pupils. It is hard for teachers to make time for each student in their class. So the classes should be smaller. Or not?<\/p>\n<p>Peter Kwint (SP)<\/p>\n<p>\u2018This is an excellent statement. I could have thought of it myself. Because listening to teachers and giving them an important place in education policy is important. I think we should make a decent salary and a maximum group size legally compulsory.\u2019<\/p>\n<p>Mirjam Bikker (ChristenUnie)<\/p>\n<p>\u2018The cabinet has invested heavily in education. I support improving education quality and the position of teachers, but I object if we impose this on schools. Schools and teachers must be able to arrange this themselves. Teachers know best what is good for the children at their school.\u2019<\/p>\n<p>81% Of the participants who gave their opinion during the debate agreed with the statement.<\/p>\n<h3>Statement 2: <strong>Every school must be accessible to every child regardless of disability or support needs; inclusive education<\/strong><\/h3>\n<p>Students who need extra support face many problems. Should all children actually be in one class together?<\/p>\n<p>Lisa Westerveld (GroenLinks)<\/p>\n<p>\u2018In the long term, we must move to inclusive education. Classes are getting bigger, and then it is hard to give every student equal attention. One possibility is learn-together classes. This way you learn from each other and that is what inclusive education should look like. I do wonder what the added value of partnerships tailored education is, because a lot of money goes into coordinating help instead of giving help. That is bad.\u2019<\/p>\n<p>Roelof Bisschop (SGP)<\/p>\n<p>\u2018The statement is too firm. Think from the student\u2019s interest. Of course, we have to keep improving Tailored Education, but the core is good. Sometimes bureaucracy goes wrong, and that should be avoided. But some students are simply better served by expert education. Specialist education remains necessary.\u2019<\/p>\n<p>The largest number of participants (58.3%) disagree with the statement. A quarter agrees with the statement.<\/p>\n<h3>Statement 3: <strong>A student should get the school advice only in the second year of secondary school instead of in group 8<\/strong><\/h3>\n<p>The documentary series \u2018Classes\u2019 by broadcaster HUMAN highlighted why education is so important for children&#8217;s opportunities. The selection moment for secondary school is often mentioned when it comes to equal opportunities for children.<\/p>\n<p>Kirsten van den Hul (PvdA)<\/p>\n<p>\u2018I support that. Scientific research shows that the way we select in the Netherlands is much earlier than in other countries and that this increases inequality of opportunity. I think the selection moment should be postponed for two years. A broad first year of secondary school. And extra lessons for children who need support.\u2019<\/p>\n<p>Ren\u00e9 Peters (CDA)<\/p>\n<p>\u2018That is not a good idea. System changes take a lot of time, energy, and money. I don\u2019t see solving a problem that is wrong from the start. You have to invest in lessons; that is what matters. More focus on basic skills like math and language. Moving up and down should be easier.\u2019<\/p>\n<p>53% Of participants support the statement and agree with Ms. Van Den Hul. 33% Disagree and 13% are neutral.<\/p>\n<h3><strong>Statement 4: A school should be able to refuse students if they do not share the personal or religious beliefs<\/strong><\/h3>\n<p>The recent controversy over so-called anti-gay statements at reformed schools opened the discussion about article 23 and freedom of education.<\/p>\n<p>Mirjam Bikker (ChristenUnie)<\/p>\n<p>\u2018I agree that a school can keep its own freedom. Children belong not to the state but to their parents. That is why schools differ. But this must always stay within the law. I think your postcode should not determine which school you go to. That is a problem. But a school must be allowed to refuse a child. Let us cherish this full freedom.\u2019<\/p>\n<p>Paul van Meenen (D66)<\/p>\n<p>\u2018Education is a public function. General accessibility of schools is a requirement. I love diversity; parents must have a choice. Freedom of education (article 23) means in my opinion that there should also be a duty to accept students. Sometimes children with disabilities are refused and I oppose that. We must update article 23 to these times. Give the freedom of education back to parents.\u2019<\/p>\n<p>75% Of the participants disagree with this statement.<\/p>\n<h3><strong>Statement 5: Secondary school teachers should earn more than primary school teachers<\/strong><\/h3>\n<p>There is much debate about the so-called pay gap between teachers in primary and secondary education. Should they get the same salary or not?<\/p>\n<p>Rudmer Heerema (VVD)<\/p>\n<p>\u2018I would like it so that you earn more if you work with a difficult group. It does not matter if you teach primary or secondary school. It is about whether a teacher can really get more out of the students. Teachers at excellent schools and excellent teachers must earn more.\u2019<\/p>\n<p>Kirsten van den Hul (PvdA)<\/p>\n<p>\u2018There are no difficult or easy classes. I find that stigmatizing. There is much dropout at teacher training, and that has to do with salary. Primary and secondary school teachers should earn the same. We must bridge the pay gap.\u2019<\/p>\n<p>86.6% Of the participants disagree with the statement and do not think that secondary school teachers should earn more than primary school teachers.<\/p>\n<h3><strong>Statement 6: The parents\u2019 contribution should be abolished<\/strong><\/h3>\n<p>Students may no longer be excluded if the voluntary parents\u2019 contribution is not paid. But does such a parents\u2019 contribution still belong in our education?<\/p>\n<p>Peter Kwint (SP)<\/p>\n<p>\u2018Agree. Parents with little money are discouraged from choosing a school where the parents\u2019 contribution is high. That is undesirable. Make the activities depend on the vision of the school and not the parents\u2019 wallets. The government must fund this and create conditions.\u2019<\/p>\n<p>Ren\u00e9 Peters (CDA)<\/p>\n<p>\u2018No, I disagree. It is like shooting a cannon at a mosquito. If the parents\u2019 contribution is voluntary, then there is no problem. If you want something extra, you may ask for a contribution. Certainly if no one may be excluded.\u2019<\/p>\n<p>The participants are divided. 53.3% Agree with the statement. 28.6% Disagree, and the remaining participants (18.1%) are neutral.<\/p>\n<p>UPDATE: From 1 August 2021, the law about the voluntary parents\u2019 contribution (in primary and secondary education) was tightened. The core of the change: all pupils must be able to join activities the school organizes, even if parents do not pay the voluntary contribution. Schools must explicitly mention this in the school guide and school plan.<\/p>\n<h3><strong>Statement 7: Schools must offer tailored diplomas where students can take subjects at different levels<\/strong><\/h3>\n<p>\u2018Currently, students take all subjects at one level. Only a few schools offer students the chance to take subjects at a higher level, a lower level is not possible at all. Isn\u2019t that strange?\u2019<\/p>\n<p>Paul van Meenen (D66)<\/p>\n<p>\u2018I support that. The advice determines where the child goes. That is because the secondary education system asks that of us. A havo student is expected to do everything at the same level. I think we should give special talents more attention. I argue that a tailored diploma should be offered.\u2019<\/p>\n<p>Roelof Bisschop (SGP)<\/p>\n<p>\u2018Disagree, because tailoring has been possible for a long time. If you organize good broad first years, this is not necessary. A child develops per week. You should always build in flexibility. I have seen late bloomers who can develop well. We should not move towards individualization of education. You undermine the value of the diploma that way.\u2019<\/p>\n<p>A large majority of participants agrees with this statement (75.3%)<\/p>\n<h3><strong>Statement 8: Unqualified teachers should never teach<\/strong><\/h3>\n<p>Recently there has been much discussion about lessons taught by unqualified teachers. Especially because of the teacher shortage, this happens more. But what do we think about this?<\/p>\n<p>Lisa Westerveld (GroenLinks)<\/p>\n<p>\u2018We disagree. Guest lessons should be possible. But there is no good record of how many unqualified teachers teach, and that is bad. That means we have no insight into the size of the problem. The use of unqualified teachers is allowed, but that time must not count as teaching time. More investment is needed in education. Salaries must go up and workload down. This will make teaching more attractive.\u2019<\/p>\n<p>Rudmer Heerema (VVD)<\/p>\n<p>\u2018When you have to choose between sending a class home or letting someone teach who is almost finished with training, I choose the latter. I hope the intake for teacher training gets bigger so the shortage becomes smaller. For practical training, for example auto mechanic or baker, I think it should be possible to work four days in your own company and teach one day. Without needing four years of training.
