Also in corona times, schools can organize foreign school trips and excursions. This raises many questions for parents. The most important thing is that students cannot be excluded from a foreign trip for the sole reason they are not immune<\/a>. Furthermore, a school must of course follow the travel rules and corona rules of the country concerned. The Ministry of OCW has made the following questions and answers to provide more clarity.<\/p>\n

Are schools allowed to make a foreign trip with groups of students?<\/h3>\n

Schools may take their students on a school trip, school camp or excursion. Follow the rules and advice for transport, such as the advice to travel outside rush hour. Follow the rules at the destination. More information on foreign trips and travel advice can be found at www.nederlandwereldwijd.nl<\/a>. Further, the measures in the service document secondary education must be taken into account, such as the distancing rule between teachers and students. This also applies to parents who go on a foreign trip or school trip\/excursion. Parents who transport children in a car are not required to wear a face mask.\u00a0<\/strong><\/p>\n

Are schools allowed to exclude certain groups (such as non-immune students) from participation in a foreign trip?<\/h3>\n

No. Students cannot be excluded from a foreign trip that is part of school time only because they cannot show proof of immunity. However, the student must follow the travel rules and the rules in the country concerned. If it is necessary to show a negative test result for activities in that country, the school must give the student the opportunity to get tested. The school may need to adjust the travel program accordingly. When a (group of) student(s) must be tested frequently and thus miss parts of the program, the school may differentiate in the program. The school remains responsible for the student during the trip, even if the student becomes infected and must quarantine. It is important that the trip is organized as inclusive as possible. That means in every excursion or foreign trip it is avoided as much as possible that students cannot (fully) participate because they are not vaccinated or do not want to take tests.<\/p>\n

What about the privacy of the student to indicate whether they are vaccinated or not?<\/h3>\n

For the school, it is practically impossible to organize a responsible foreign trip without knowing in some way who can show a valid corona certificate (such as a vaccination certificate). Therefore, the school can ask the students in advance if they want to voluntarily inform the school whether they have a valid and suitable corona certificate for the trip. The student is not obliged to do this. If the student does not have or cannot have a valid suitable corona certificate, or does not want to give information, the student does not meet the travel rules and cannot go.<\/p>\n

The school can also ask students before the trip if they need to be tested abroad. The student may voluntarily indicate this but is not obliged. If the student does not want to be tested or does not want to say if testing is needed, it is uncertain whether the rules in that country can be met. Then the student cannot go on the trip. The school must communicate this clearly to the student and parents.<\/p>\n

Must the school pay for the tests abroad if the student cannot show proof of immunity?<\/h3>\n

The cost of tests is part of the education program (the trip). This also applies to tests needed for the foreign trip. The school may ask parents for a voluntary contribution for these costs, but the student may not be excluded from (parts of) the foreign trip if no contribution is made.<\/p>\n

Must the school offer compulsory alternative education for students who do not go on the foreign trip (for example due to illness or quarantine) or who must quarantine during the trip?<\/h3>\n

Yes. If the student cannot go on the foreign trip, the school must make an alternative program to achieve the goals of the foreign trip. Where and how the student does this is up to the school. The school is not required to give (hybrid) distance education.<\/p>\n

What if the trip does not take place during school time (such as a winter sports trip)?<\/h3>\n

If a trip is not under the responsibility of the school, but for example on the initiative of a teacher or a group of students in the holidays, education law does not apply to the trip. In such cases, you can decide yourself who comes along and who does not. The general corona rules still apply, and people must follow the rules at the destination.<\/p>\n
