He states that rich schools where all parents pay have enough money for trips, while poorer schools do not. ‘Where the law proposal aimed to reduce inequality, it might be the other way around. Schools with students from rich parents organize nice trips, and schools with students from poor parents do not.’

Equal Opportunities

The idea was that making the voluntary parent contribution really voluntary would increase equal opportunities. Because whether parents could pay or not, the student could join anyway.

Director Lobke Vlaming of Ouders & Onderwijs describes the starting point. ‘The only thing that changed with the law is that schools may no longer force parents to pay a voluntary contribution by threatening to exclude their children. I strongly object to schools excluding children, for any reason.’ The problem is clear to her. ‘In the Netherlands, 300,000 children grow up in poverty. Many parents prefer to eat dry bread rather than have their child excluded. This often happens outside the view of education. Also, before the law, children of poor parents regularly stayed behind in empty rooms while the rest of the class went to camp. Many schools may have found a nice solution, but this does not apply to all schools.’

Public Funding

But how can you prevent activities from no longer being possible at some schools? ‘If we really think it is important for these children to have these experiences, then the only way seems to be to fund it publicly. Especially for primary schools this should be possible because the amounts are smaller.’ Vlaming also sees possible negative effects with this solution. ‘Abolishing the parent contribution will mean many schools, especially in secondary education, will lose a lot of money. And experience shows these schools are very creative raising money in other ways, such as funds, foundations, or sponsorship. You won’t easily fix it completely.’

Side Effects

‘For now, it remains a tough discussion without easy answers. Everything you do has side effects. But that does not mean that schools forbidding the exclusion of children for any reason from their activities is illogical.’ Still, Vlaming is glad about the discussion. ‘Maybe the talk will open new ways to really do something about the inequality of opportunities in education.’

Questions?

For questions about school costs and the voluntary parent contribution you can consult our theme page.
