According to most respondents, the school participation council is well facilitated in practice. There are big differences in how much facilities are used. Facilities required by the law, like cost reimbursement, seem to be used more than optional facilities, like a leave allowance and administrative support. Not using a facility does not mean it is not provided: sometimes, like for costs of experts and legal cases, the school participation council does not need it.<\/p>\n
According to school participation council members, good facilitation depends on good contact between the council and the school governing body. They mention working on this relationship as a good example, for instance by cooperating on a shared goal or through mediation. Involving parents with knowledge and using support offered by a union or other support service are also good examples.<\/p>\n
The research shows that lack of knowledge and time are the barriers school participation council members experience most. Another barrier is that school leaders and governors sometimes do not provide enough facilities. School leaders and governors see lack of people and the large time investment as barriers too.
