For the first time, a list has been made of items that may not fall under the voluntary parent contribution and may also not be charged separately. This includes costs such as locker rental, test paper or a subscription for the bicycle shed.<\/p>\n

Data from the School Costs Monitor shows that parents have spent more money on school costs in recent years. If you have a child at primary school, it costs an average of 181 euros per year, per child. For a child at secondary school, the amount is much higher, namely 842 euros per year. Parents with a child at the havo or vwo have slightly higher costs on average and parents with a child in the practical education track have slightly lower costs on average. About 40% of parents say the costs are (very) high.<\/p>\n
Laptops and tablets are especially big investments for parents. The ministry says these costs are never mandatory. Schools must provide a full alternative if children do not bring their own digital learning tools to school. The problem is that 80% of parents do not know this and think these are mandatory costs.<\/p>\n
About four out of five parents say that the school owns the ICT tools and does not ask for a contribution from parents. About 7% of parents pay themselves for a laptop or tablet and 3% pay for software\/practice programs. This is settled by a contribution to the school or by parents buying it themselves.<\/p>\n
The parents in the school participation council have the right to agree on the school cost policy and on the knowledge and use of the voluntary parent contribution. The school guide states how high the voluntary parent contribution is, what it is used for and that it is voluntary. The amount of the voluntary parent contribution can differ per school. Each school decides this itself, together with the parents in the school participation council.<\/p>\n
