The official figures distinguish between different types of absenteeism. Absolute absenteeism means that a young person is not registered at a school during the year and does not have an exemption. In the school year 2022-2023, this concerned 13,707 children. A year earlier, it was 10,240 children, an increase of over 30%. In relative absenteeism, a child is registered at a school but does not attend. Last year, this was 3,881 children. There is also a group of children with an exemption from education. In 2022-2023, 8,422 had an exemption 5 under a of the compulsory education law.<\/span>\u00a0<\/span><\/p>\n

Thousands not counted<\/span><\/b>\u00a0<\/span><\/h3>\n

The figures published by the ministry are based on the law. Only children absent without a valid reason are known from the law. The number of children absent with a valid reason is not included. This concerns children with psychological complaints and\/or special support needs for which no appropriate support or education is available. Ingrado, the organization for compulsory education officers, estimates that the group of children sitting at home and not counted in the figures is eight times larger than the group of children registered in the figures.<\/span>\u00a0<\/span><\/p>\n

Little capacity<\/span><\/b>\u00a0<\/span><\/h3>\n

There are several causes for the rise in the number of young people not going to school, the minister states in the letter. There is too little capacity for education for newcomers, especially for Ukrainian children. The increase is also partly due to administrative reasons.<\/span>\u00a0<\/span><\/p>\n

On May 23, the House of Representatives will discuss children sitting at home and home education. Lobke Vlaming will talk with the members of parliament about this. In preparation, she has made an overview of what we especially hear daily from parents at our information point about children sitting at home.<\/span>\u00a0<\/span><\/p>\n

Causes<\/span><\/b>\u00a0<\/span><\/h3>\n

The main cause of children sitting at home is the lack of tailored education offer. It often concerns children who have run into problems in regular education and the school does not know what to do to provide tailored education or says it cannot. We also see children sitting at home involuntarily because of waiting lists in special education and youth care. There is also a group of children who, due to successive negative experiences in education, can no longer go to school at all. They have suffered a school trauma.<\/span>\u00a0<\/span><\/p>\n

Sometimes children simply stay at home because the system got stuck somewhere and it takes forever to reach a solution. For example, there may be a debate about who should pay what, whether care or education has priority, or which partnership tailored education is responsible. This sometimes causes it to take months before a child has access to education again. Finally, we also know many situations where the school takes months to take action. Sometimes there is disagreement between school and parents about what the right next step is. Parents regularly tell us that their child has not been at school for weeks or even months but they hear nothing from the school.<\/span>\u00a0<\/span><\/p>\n

Consequences<\/span><\/b>\u00a0<\/span><\/h3>\n

The consequences of children sitting at home are often serious. Besides uncertainty about their future, children feel they are not welcome at school or that the situation is their fault. Because they do not receive education and are isolated from their peers, they fall behind in learning and sometimes feel lonely and excluded. It is also hard for parents. Seeing that your child is not doing well is already hard. But also constantly fighting to find a place and the frustrations because system problems prevent a solution. Many parents have to stop working out of necessity.<\/span>\u00a0<\/span><\/p>\n

Solutions<\/span><\/b>\u00a0<\/span><\/h3>\n

Preventing children from sitting at home is one of the solutions we see for the problem. Unfortunately, it often happens that a problem starts small and grows large because of lack of knowledge and time, system problems, and too long processing time. In many places, there is still too little offer of different types of education. Finally, tailor-made solutions must be made possible. Sometimes it helps if children follow distance education for a while or go to school for half days.<\/span>\u00a0<\/span><\/p>\n

What does not help?<\/span><\/b>\u00a0<\/span><\/h3>\n

Using pressure and coercion and (threatening with) involving Veilig Thuis when a child starts sitting at home has very harmful consequences. And it never leads to a solution. Likewise, registering more data about children does not help.
