A student with support needs wanted to enroll in an entry course to become an assistant car mechanic. The mbo institution set three extra admission requirements, including a study of the support needs, proof that the student can work enough hours in a row, and having an internship or work agreement for 24 hours a week. These admission requirements were set because of doubts about the student’s suitability for the course.<\/p>\n
The student objected to these requirements. He felt that he had the right to a fair chance, without extra demands that do not apply to other students.<\/p>\n
According to the Law on Education and Vocational Training (Web), a student who meets the basic conditions may not be refused admission to an entry course. For students with support needs, the educational institution must first investigate which support is needed to make the course possible. The Council of State ruled that the educational institution should have admitted the student without extra admission requirements.
