These are important improvements.<\/span><span data-ccp-props=\"{&quot;134233117\";:false,&quot;134233118\";:false,&quot;201341983\";:0,&quot;335559738\";:0,&quot;335559739\";:160,&quot;335559740\";:276}\"> <\/span><\/p>\n<p><span data-contrast=\"none\">Moreover, the proposal contains the option to use public funds for private education when publicly funded education cannot offer a suitable solution.<\/span><\/p>\n<h3><b><span data-contrast=\"none\">Ouders &#038; Onderwijs advocates for tailored support as an enforceable right<\/span><\/b><span data-ccp-props=\"{&quot;134233117\";:false,&quot;134233118\";:false,&quot;201341983\";:0,&quot;335559685\";:0,&quot;335559738\";:0,&quot;335559739\";:160,&quot;335559740\";:276}\"> <\/span><\/h3>\n<p><span data-contrast=\"none\">Still, according to Ouders &#038; Onderwijs, a fundamental problem remains: tailored support becomes mainly a competence of schools and Partnership Tailored Education and not an enforceable right of the child.<\/span><span data-ccp-props=\"{&quot;134233117\";:false,&quot;134233118\";:false,&quot;201341983\";:0,&quot;335559738\";:0,&quot;335559739\";:160,&quot;335559740\";:276}\"> <\/span><\/p>\n<p><span data-contrast=\"none\">We therefore believe the law should arrange that:<\/span><span data-ccp-props=\"{&quot;134233117\";:false,&quot;134233118\";:false,&quot;335559738\";:240,&quot;335559739\";:240}\"> <\/span><\/p>\n<ul>\n<li><span data-contrast=\"none\">Every child can claim tailored support when needed;<\/span><\/li>\n<li><span data-contrast=\"none\">Every child has the right to an investigation into the necessity of tailored support;<\/span><\/li>\n<li><span data-contrast=\"none\">A refusal of tailored support must be well motivated;<\/span><\/li>\n<li><span data-contrast=\"none\">A refusal can be independently reviewed.<\/span><\/li>\n<\/ul>\n<p><span data-contrast=\"none\">A request for tailored support must not depend only on the willingness of a school governing body or Partnership Tailored Education.<\/span><\/p>\n<h3><b><span data-contrast=\"none\">What else do we see as a risk?<\/span><\/b><\/h3>\n<ol>\n<li><b><span data-contrast=\"none\">Description of the target group is too limited<\/span><\/b><br \/>\n<span data-contrast=\"none\">The bill focuses on children who threaten to drop out or already have because of a physical or psychological cause while drop out can have other causes as well.<\/span><\/li>\n<li><b><span data-contrast=\"none\">Support should not depend on region<\/span><\/b><br \/>\n<span data-contrast=\"none\">The proposed budget ceiling of 2.5% has no minimum and can be set by Partnership Tailored Education itself. This can result in differences between regions if the budget is used up. The amount of support a child receives, according to us, should not depend on the place of residence.<\/span><\/li>\n<li><b><span data-contrast=\"none\">Weak position of parents<\/span><\/b><br \/>\n<span data-contrast=\"none\">An important criticism of Ouders &#038; Onderwijs is that parents cannot appeal or object against a decision on tailored support.<\/span><\/li>\n<\/ol>\n<h3><b><span data-contrast=\"none\">What would we like to add to the proposal?<\/span><\/b><\/h3>\n<ol>\n<li><b><span data-contrast=\"none\">Broadening of the description<\/span><\/b><br \/>\nOuders &#038; Onderwijs advocates for a broadening of the description so that the child&#8217;s need for support is central.<\/li>\n<li><b><span data-contrast=\"none\">National minimum framework<\/span><\/b><br \/>\n<span data-contrast=\"none\">To limit regional differences, a national minimum framework should be set for the budget ceiling<\/span><\/li>\n<li><b><span data-contrast=\"none\">Accessible dispute resolution<\/span><\/b><br \/>\n<span data-contrast=\"none\">If parents and school cannot agree, there must be an accessible independent form of dispute resolution that can make a binding decision.<\/span><\/li>\n<li><b><span data-contrast=\"none\">Outsourcing private education as an exception<\/span><\/b><br \/>\n<span data-contrast=\"none\">Knowledge about successful tailored solutions must be used to improve regular education so that the route to a private provider remains an exception.<\/span><\/li>\n<li><b><span data-contrast=\"none\">Active monitoring<\/span><\/b><br \/>\n<span data-contrast=\"none\">There should be active monitoring of regional differences for example in allocation.<\/span><\/li>\n<li><b><span data-contrast=\"none\">Independent midterm evaluation<\/span><\/b><br \/>\n<span data-contrast=\"none\">We would like to see a first independent midterm evaluation carried out at the latest after two years. We find the planned evaluation after five years too late.<\/span><\/li>\n<\/ol>\n<p><b><span data-contrast=\"none\">Tailored support is necessary but more space for schools and Partnership Tailored
