Parent organization Balans wants agreements with Dutch state about approach to out‑of‑school children.

Parent association Balans sent a legal letter to the Dutch state on Thursday September 24 about the growing number of children and young people who receive no or only limited tailored education.

The organization wants to talk to the state soon about concrete and suitable solutions that ensure that all children and young people can receive tailored education. If there is no conversation, or the talks do not result in a good solution, Balans considers starting a lawsuit. 

Why does Balans send this letter? 

According to Balans, the government does not sufficiently provide the conditions needed to give every child access to tailored education. Various policies have been implemented and laws changed, but according to the organization, the number of children completely or partially excluded from education has not decreased.

Balans therefore concludes that the current approach does not sufficiently solve the underlying causes. The legal letter from Balans explains where they see the responsibility of the state and which measures are needed to realize the right to tailored education.

We recognize the problems Balans describes: there is insufficient care for the right conditions and there are structural shortcomings in the support of these children. There must be a change soon and we hope this step contributes positively to that.
