School participation council rules and house rules.

The school participation council talks about important subjects at school. But what rules does the school participation council actually follow? That is in the participation regulation. Some school participation councils also have a house rule. What do these documents contain? And what is the difference?

School participation council regulation

The participation regulation is the official rule of the school participation council. It states how the council works and who can be a member. It also explains how long a term is, how elections work, and how talks with the school management are arranged.

The central participation council is the joint participation council for school governing bodies with multiple schools. It includes representatives from different school participation councils. The central participation council discusses subjects that concern the whole school governing body. Every school participation council and central participation council must have its own regulation.

The participation regulation is made by the school governing body and only becomes valid if two thirds of the school participation council agree. The regulation applies to everyone involved in participation, so both the school participation council and the management.

Changing the participation regulation

The school participation council can also make proposals to change the regulation. This is called the right to initiative. The management then processes this into a proposal, which is again submitted to the school participation council for agreement.

For example, the participation regulation for primary education states:

• Who is in the school participation council or central participation council.
• How elections proceed.
• How long you can be in the school participation council.
• Rules about confidentiality.
• How often there are talks with the management.

The regulation can also say that some rights are filled differently. For example, changing an advisory right to an agreement right or the other way around. This needs agreement from the management.

House rule school participation council

The house rule for the school participation council is not a required document but is useful. It contains agreements about the way of working. It adds to the official regulation.

For example, a house rule can include agreements about:

  • The tasks of the chairperson and secretary.
  • The preparation of meetings.
  • How decisions are made.
  • How minutes are made and shared.

A house rule helps keep the work clear and prevents misunderstandings.

Difference between participation regulation and house rule

Every school must have a participation regulation. This is an agreement on paper. The regulation is set by the school governing body together with the school participation council. It contains the official rules for the school participation council.

The house rule for the school participation council is not required but useful. It is made by the school participation council itself. It is about how the school participation council works daily.

Both documents together make sure the school participation council is well organized and works well.
