Every school has a school plan. It shows how the quality of education at the school will develop. Every four years the school makes a new school plan together with the school participation council.
What is in the school plan?
The school plan describes the quality of education at the school. A school shows by this that it meets all legal rules. The law says the school plan is required for every school and includes at least the following:
- The educational policy: here the school explains how it fills in the education goals of the ministry and what it adds. It also describes the atmosphere at the school, how lessons are given, and how the school makes a safe environment. It answers questions like: what teaching method does the school use? What materials does the school use? Finally, this policy includes the support the school gives to pupils with special educational needs, such as the school support profile.
- The personnel policy: here the school explains how staff help the quality of education. It covers training and guidance of teachers and support staff and the rules they must follow. It also explains how teachers work with children and teach. Finally, it states how the school tries to have a fair number of women in school leadership and the result of this.
- How the school keeps and improves education quality: here the school explains how it matches teaching to the pupil, so pupils can grow without any pause or delay. It also shows what improvements are needed and how the school wants to make these changes. The school looks at pupils’ results and can also ask parents what they think are strong and weak points in education.
The school plan also has information about extra policies, such as rules about sponsors or how the school shows its character or identity in case of a partnership tailored education.

The school plan describes the policy that is the base of how the school works. The school uses the school plan to set the policy for each school year. The policy first goes into a year plan or work plan, and this information then goes into the school guide. The education inspectorate checks the school plan and its execution. Every approved school plan or change is also sent to the education inspectorate.
Role of the school participation council
Every 4 years the school makes a new school plan together with the school participation council. Sometimes it is needed to make a change in between. The school must ask for agreement from the school participation council for the plan and every change.
