Education budget 2027: this is what the House of Representatives wants to change.
On Tuesday, november 3, the House of Representatives voted on plans for education in 2027. The House adopted 18 proposals. This article discusses the five proposals that are important for parents.
A passed motion is a request from the House of Representatives to the cabinet. It is therefore not yet a law. The cabinet will let you know what it will do with the motion. So it is not yet clear how the proposals will look in practice.
1. No AI chatbots for children in primary school
The House of Representatives wants children in primary school to no longer use generative AI. These are for example chatbots that can write texts on their own.
Young children learn to think for themselves and be creative at primary school. The House finds it important that AI does not stand in the way of this. The state secretary was against this proposal. Still, a majority of the House voted for it. The House asks the state secretary to include the proposal in her plan for digitalization in education. This plan will appear in December.
It is not yet clear how a ban on AI chatbots will look at school.
2. Easier registration for toddlers for pre-school education
Some parents do not register their toddler for pre-school education because the registration is sometimes complicated.
The House of Representatives asks the cabinet to work with municipalities to see how registration can be made easier. For example, by using fewer forms, offering one contact person, and helping parents fill it out.
The House wants to know by early 2027 what measures are possible.
Ouders & Onderwijs thinks this is a good step. This way it becomes easier for more parents to register their child. That is important because all children must get the same chances. Pre-school education can help prevent a disadvantage.
3. More attention for sadness and suicide prevention at school
Schools often notice first when a student is not doing well. But at this moment it is not clear what schools do to prevent problems. Also, we do not know how many students are reached with this.
The House of Representatives asks the cabinet to make a plan together with schools and 113 suicide prevention. This plan must state how schools can better help students and prevent problems.
The House has adopted this proposal.
4. A plan to improve old school buildings
About 4,500 schools have a building that is not good enough. Some buildings have for example mold, are too cold or have bad ventilation.
If the renovation of schools continues at the current pace, it will take 45 years before all buildings are improved.
The House of Representatives therefore asks the cabinet to make a plan. With this plan, schools must be renovated faster or replaced by new buildings.
Ouders & Onderwijs thinks it is important that a clear plan comes quickly to improve school buildings.
5. Mbo: tuition fees automatically returned if a student stops
An mbo student who stops the study earlier, now gets the tuition fees back only in certain cases and exceptions.
For students in higher professional education and at university it is different. They automatically get their tuition fees back if they stop earlier.
The House of Representatives wants mbo students to also get their tuition fees back automatically from the academic year 2029-2030. The cabinet must make a proposal for this in spring 2027.
Ouders & Onderwijs has long asked for the same rules for mbo students as for students in higher professional education and at university. That is why we are happy with this proposal.
What happens next?
In the coming months, it will become clear what the cabinet will do with the proposals.
In December, the House of Representatives will debate three subjects:
- December 2: basic skills.
- December 9: mbo.
- December 10: tailored and inclusive education.
Ouders & Onderwijs keeps following the plans and will keep you informed of developments.
