When you do not agree with the school about the needed support or whether to move your child to special primary education, you can take the following steps.
Independent help and advice
If you have questions or problems, you can always contact our information point. It is best to call early so we can help stop the situation from getting worse. Depending on your case, we can discuss which steps to take and which other organizations can help you.
Talk to the school
The first step is always to talk to the school. What is not going well? How can you solve that together? It is wise to include the internal support coordinator or duty of care coordinator in these talks. If this does not work, you can contact the school governing body. You can also object to a decision to remove the student. Do this within 6 weeks.
Contact the partnership tailored education
If you cannot agree with the school governing body, you can contact the partnership tailored education. They are responsible for good support for all children in your area. Each partnership tailored education has a parent and youth support point where parents and students can get more information and help to find the right education. The partnership tailored education also gives an indication for special primary education. This tells you what to expect when the school wants to move your child. Such an indication is the same as a declaration of admissibility.

Education consultants
If talks with the partnership tailored education do not help, you can usually contact the education consultants. They visit your home to discuss the situation with you. Together you make a plan that also involves the school. The education consultant works to solve the problem and help the student go back to school. They contact others who might help. If this does not work, they discuss next steps with you. Our staff can refer you.
Dispute committee tailored education
If there is a serious disagreement, you can bring a dispute to the dispute committee tailored education. Do not wait longer than 6 weeks. Parents can complain against the school governing body about:
- refusal to admit students who need extra support
- removal of any student
- setting and changing the development perspective plan for students who need extra support
The committee gives a verdict within 10 weeks. This is advice. The school tells parents and the committee what actions it will take.
Care at school

- The right office: helps you ask for care the right way and know who has the needed budget.
- Education-care consultant: an education consultant with care knowledge. They discuss your case, make a plan, and help if care at school is unclear.
- The national care number: for all your questions about care, support, and participation.
Object to a declaration of admissibility
You can object to a decision by the partnership tailored education about a declaration of admissibility or about the allocation of lwoo. Both parents and the school governing body can object. An advice committee gives advice to the partnership tailored education, which then decides on the objection. Instead of making its own advice committee, a partnership tailored education can join the national objection advice committee declaration of admissibility. The committee has chairs and members with the knowledge and skills to judge objections.
Other options
Besides the steps above, there are other choices. Your choice depends on what you already tried and your situation. It is smart to report to the education inspectorate if the school does not follow the rules. If nothing works, you can start a legal case through your legal aid insurance or contact the legal aid desk. If children with support needs have different rules than others, the school might break the law against discrimination due to disabilities or chronic illness. You can then file a complaint with the human rights commission.
