Does your child need extra help? Your child's school first checks if it can provide the right support. Sometimes it cannot. Then your child goes to special education. But how do you arrange this? Who registers your child? And who is involved? You can read about this in this article.

Your child cannot just go to special education, special primary education or practical education track. A declaration of admissibility is needed. The regular school your child attends or is registered with checks if your child meets the criteria. If so, the school requests a declaration of admissibility. This is proof your child has the right to a place in special education.

The declaration of admissibility is issued by the partnership tailored education. This partnership sets rules about when a child can get a place in special education or special primary education. These rules differ per region. You can find the rules for your region in the support plan. It is on the website of the partnership tailored education in your area.
When applying for the practical education track, an educational report and a written opinion from the parents are needed. There are national criteria for the practical education track. For learning path support, schools in the partnership agree on how they provide support and which criteria they use.

Before the partnership tailored education decides on the declaration of admissibility, two experts must give advice. The first expert is an orthopedagogue or a psychologist. The second expert can be a psychologist, pedagogue, social worker, doctor or child psychiatrist. The second expert depends on your child’s needs. The experts need information about your child to give good advice. They must follow privacy rules.
is parents’ agreement needed for a declaration of admissibility?
A declaration of admissibility can be requested without parents’ agreement. This is not done lightly. The school must show it talked with you and tried to reach an agreement. There must be a development perspective plan that shows your child’s support needs and how the school helps. The school must also follow privacy rules about sharing data.
Sometimes extra research is needed. In that case, your permission is required.

If your child gets a declaration of admissibility, you will get a written confirmation. This says to which kind of school your child can go and how long the declaration is valid. With this declaration, you can register your child at a school for special education, special primary education or practical education track.
validity of declaration of admissibility
The partnership tailored education gives a declaration for at least one school year. The declaration says how long it is valid. If your child moves or goes to another school, no new declaration is needed. The partnership of the new school will take over the funding.

If your child does not get a declaration, the school where your child is registered has a duty of care. The school must find a suitable place for your child. This can be another regular school or extra help at the same school.
A special education or special primary education school can also refuse your child. This can happen if there is no declaration, no place at the school, or if parents do not accept the school’s basis. In that case, the school where your child is registered must find another suitable school.
disagree with the decision
If you disagree with the partnership tailored education’s decision about the declaration, you can object within six weeks. Each partnership has a complaints committee. This committee advises the partnership. Then the partnership decides what to do. How this works differs per partnership.
