More room for new schools.
The House of Representatives and the Senate have approved the bill More room for new schools. The goal of this bill is to make it possible for schools that clearly have enough interest from parents and students to qualify more quickly for funding. The bill does not aim to create more schools, but to make the supply of schools better match the changed demand from society.
A new school currently only gets government funding if it is based on a ‘recognized direction’ (for example catholic or islamic) and can show a forecast that there is enough interest. This is now being removed. With the law, a new school does not have to fit within a recognized direction anymore and interest is measured by parent declarations or market research.
Procedure
The founders of a new school must invite existing schools and Partnership Tail Education for a conversation about the plans in the new procedure. Then an existing school can fit the wishes of the founders and make the foundation of a new school unnecessary. In the current situation, the education quality of a school is tested after the school has started. With the new law, the Inspectorate tests some quality conditions before the school opens (for example teaching time and content of education). The new procedure will take effect from June 2021.
