No More Exclusion At Primary School.

Primary schools can no longer exclude any child from activities organized by the school. Even if you do not pay the voluntary parent contribution or school fees. Ouders & Onderwijs made agreements about this with the PO council, the interest group for primary school governing bodies.

The voluntary parent contribution

Primary schools can ask parents for a voluntary parent contribution. If parents do not pay this contribution, the school may not exclude a child from activities that are part of the required education program. For extra activities, primary schools were allowed to exclude a child if parents did not pay. That has now changed.

Every child takes part

Every child may now take part in all activities organized by the primary school. Even if the parent contribution is not paid. The PO council sets this in a new guideline, which will eventually be included in the Code of Good Governance. The following agreements are included in the guideline:

  • There is no threshold for parents to register their child
  • The parent contribution is always voluntary
  • Primary schools clearly communicate to parents that the contribution is voluntary
  • The school participation council always agrees on the amount and spending of the voluntary parent contribution. Even if parents pay the contribution through, for example, a parent association.
  • There is no maximum set for the parent contribution, because then no standard would be created
