The bill ‘Strengthening the position of parents and students in Tailored Education’ improves support for parents and students in Tailored Education in some areas. It does not solve the core problems.
Step in the right direction, but…
For a better position of students, learning rights (development rights) are needed. As long as legally secured learning rights and inclusive education are not the starting point, every law change is not enough to fundamentally change the position of parents and children. We see this law change as a step in the right direction but hope there will be a quick follow-up. This is the core of our response to the internet consultation.
Our recommendations
The bill offers an improvement of the position of parents and youth in Tailored Education, but for the desired, good and equal position more is needed, namely learning rights and full hearing rights.
For this bill we make the following recommendations:
- Do not limit the hearing right to the Development Perspective Plan, but apply it to their whole educational development.
- Pay attention to the information provided to parents and youth about the support options of schools. Especially during school choice.
- Keep the approval authority on the whole school guide and do not make an exception for the part ‘extra support in the school’.
- Secure the privacy and data processing of students at the support points.
- Further secure the independence of the support point, add the function ‘signaling’ and ensure the involvement of parents and youth in the (founding of the) support points.
- Stimulate the findability and accessibility of the support points through schools and through other existing channels.
