No Less Than 14 Motions About Tailored Education Adopted.
During the debate about tailored education in the House of Representatives, 16 motions were submitted to sharpen the improvement plans of minister Slob. That is why last Tuesday was exciting during the votes on these motions about tailored education. Of the 16 motions, no less than 14 were adopted, including the motions for which Ouders & Onderwijs worked hard with other parent organizations in the House of Representatives.
Below is an overview of the adopted motions:
Motion to prevent Veilig Thuismeldingen reports in disputes about tailored education
This motion was submitted by members of the House of Representatives Van Den Hul (PvdA) and Westerveld (GroenLinks). The two members ask the minister to come up with a concrete proposal (and timetable) to prevent Veilig Thuismeldingen reports in disputes about tailored education. Motion for independent supervision of Partnership Tailored Education
This motion was also submitted by Van Den Hul and Westerveld. The goal is independent supervision of Partnership Tailored Education. This can be done by independent persons, with a strong voice for parents and teachers.
Motion on involvement of parents and parent organizations in the organization of parent support points
This motion is from Peter Kwint (SP), Van Den Hul and Westerveld. The goal is to involve experienced parents and national and regional parent organizations at these support points at Partnership Tailored Education, to support these organizations in this, and to guarantee the independence of these support points.
Motion to start experiments on initiatives for home-sitters as soon as possible
From Kwint and Westerveld. The aim is to start initiatives for home-sitters as soon as possible to try to combine care and education. And thus not only in 2023 as originally intended.
Motion to monitor waiting lists for Special primary education and Special education and report to the House of Representatives
From Kwint and Van Den Hul. They note that an estimated 250 pupils are on a waiting list for Special primary education and (secondary) Special education. There are no reliable figures on this. The intention is to immediately monitor the waiting lists in Special primary education and (secondary) Special education. They also ask the government to look for solutions for pupils on waiting lists so they can go to school as soon as possible.
Motion to guarantee basic support during internships in secondary vocational education
From Kwint and Van Den Hul. The practical training (internship) is an important component of secondary vocational education. Students who need extra support during their education must be sure of basic support.
Motion on resources for the support of gifted children
From Rudmer Heerema (VVD). Request to investigate why Partnership Tailored Education and schools still do not sufficiently manage to use educational resources well to support gifted pupils. Schools must be given a multi-year assignment to use available resources more effectively. So that a good offer is created for gifted pupils without asking parents for a contribution.
Motion to secure support for giftedness
From Harm Beertema (PVV), Paul van Meenen (D66) and Heerema. Gifted children have the right to proper support and as tailored as possible education. Support for giftedness must be secured in the national basic standard. This to ensure that every school for gifted pupils has a support offer without raising barriers.
Motion on comparison of the level of basic support of Partnership Tailored Education
From Roelof Bisschop (SGP) and Kwint. The goal is to make a comparison of the level of basic support of the Partnership Tailored Education, the distribution and accessibility of specialist facilities in Partnership Tailored Education and the turnaround time regarding extra support requests.
Motion on the settlement of budgets in cross-border traffic
From Bisschop. Because the rules for the settlement of budgets for cross-border traffic between Partnership Tailored Education still lead to unfair situations in practice, the intention is to come to an improvement approach so it becomes clear in which situations the settlement in cross-border traffic leads to unfair situations, so that concrete solutions can be found.
Motion on support for Samen naar School classes
From Westerveld and Kwint. To work on supporting Samen naar School classes so that these initiatives can develop further with enough innovation and education funds.
Motion on monitoring the spending of money for support
From Michel Rog (CDA), Eppo Bruins (CU) and Van Meenen. To monitor that the money for support is actually spent effectively on supporting pupils and teachers and that the teachers have enough say in this.
Motion on the definition of the target group of tailored education
From Rog and Van Meenen. Together with the education sector and other involved organizations, to come up with a definition of the target group of tailored education, the goals to be achieved and the long-term development. So that a monitor can be developed to see if the spending of resources is effective and efficient.
Motion on more cooperation between special education and regular education
From Rog and Van Meenen. To promote cooperation between special education and regular education and remove obstacles, so that more hybrid forms of cooperation can develop between special education and regular education, such as classes for children from special education within regular education.
Follow-up
The coming months, the improvement plans and motions will be worked out further. Ouders & Onderwijs contributes actively as much as possible. For now, we are very happy that politics is seriously working to make tailored education really tailored.
