To make education more inclusive, a Tailored Education improvement approach was introduced at the end of 2020. It contains 25 measures to improve the position of children who need extra support at school. We are now a year further and the progress report published last week shows that there is still much to do.

We have expressed appreciation for the (national) process. But there are certainly still issues that deserve a more targeted approach. For example, the duty of care is still too often not fulfilled and too many parents face pressure and force when there is no Tailored Education place.

Solving structural problems

The core is that the current education system is under pressure. Classes are often overcrowded and teachers face a high workload. There is also a lack of expert support and teachers are often not sufficiently equipped to teach children who need extra help. What is needed is a concrete plan that invests in smaller classes, more hands in the classroom and enough educational support staff in all schools.

Focus on learning rights and other forms of education

Further stronger improvements are needed to strengthen the position of parents, promote learning rights and more flexible forms of education. Changes and broader application of education legislation, the compulsory education law, education funding and the supervision framework are urgently needed for more opportunities for distance education and education at other locations than school. We have long advocated for learning rights instead of compulsory education. We will continue to work on this.

Budget needed to implement improvement plans

The entire evaluation did not mention financial resources for implementing the plans. We find that worrying. The Westerveld motion to allocate 3 million for the improvement agenda is a first step. Certainly with the goal of more inclusive education on the horizon, structurally much more is needed.

It includes many ideas suggested by parents. For example, every Partnership Tailored Education will get a support center for parents, the minister will secure the right to education, and there will be more supervision of the Partnership Tailored Education.

No Less Than 14 Motions About Tailored Education Adopted

During the debate about Tailored Education in the House of Representatives 13 motions were submitted to improve Minister Slob's plans. Therefore it was exciting last Tuesday during the votes on these motions. Of the 16 motions no less than 14 were approved including the motions for which Ouders & Onderwijs with other parent organizations worked hard in the House of Representatives.

Reflection on the theme evening tailored education

On October 7, 2020, the teachers collective organized a themed evening 'Tailored Education' together with Ouders & Onderwijs. Teachers and parents joined forces and talked with members of the House of Representatives about what tailored education has brought us over the past years.
