Research: Which Facilities Does A School Participation Council Use?.
To carry out tasks well, the school participation council has the right to support. Think of time, facilities at school, training, and expert help. This is set in the facilities regulation in the law and the collective labor agreement. In what ways are school participation councils in primary and secondary education facilitated in practice and what do they need? To provide insight, the CAOP conducted research commissioned by the Ministry of Education, Culture and Science for the Strong School Participation project.
Use of facilities in practice
According to most respondents, the school participation council is well facilitated in practice. There are big differences in how much facilities are used. Facilities required by the law, like cost reimbursement, seem to be used more than optional facilities, like a leave allowance and administrative support. Not using a facility does not mean it is not provided: sometimes, like for costs of experts and legal cases, the school participation council does not need it.
Good examples
According to school participation council members, good facilitation depends on good contact between the council and the school governing body. They mention working on this relationship as a good example, for instance by cooperating on a shared goal or through mediation. Involving parents with knowledge and using support offered by a union or other support service are also good examples.
Barriers
The research shows that lack of knowledge and time are the barriers school participation council members experience most. Another barrier is that school leaders and governors sometimes do not provide enough facilities. School leaders and governors see lack of people and the large time investment as barriers too. Also, some council members do not use professional development even if it is offered.

Parents, students, and education staff have an important role in the school participation council. Fortunately, they mostly find their work in the school participation council positive. The cooperation is good, they are taken seriously and they have enough knowledge, information, and support. However, there is room for improvement. Especially the onboarding of school participation council members and contact with the base can be better. This appears from the first State of the School Participation Council, a study released today by Ouders & Onderwijs together with Vereniging Openbaar Onderwijs, LAKS, and ROV.
